1. What is the role of Rural Electrification Corporation Ltd. in
implementing Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY)?
Rural Electrification Corporation Ltd (REC)
is the Nodal agency for implementing Rajiv Gandhi Grameen
Vidyutikaran Yojana (RGGVY). District-wise DPRs (Detailed Project
Report) are prepared by concerned DISCOM, Power Department, State
Electricity Board or Central Public Sector Utility (NESCL,
POWERGRID, NHPC or DVC) as the case may be and submitted to REC.
After scrutiny and appraisal the same is placed before the
Monitoring Committee at Ministry of Power for consideration and
approval of the project.
A total of 235 projects were approved under 10th plan and
338 projects have been approved under 11th plan. This way a total
of 573 projects have been approved and all are under
implementation. RGGVY projects are funded through 90% grant from
Central Government and balance 10% if required may be arranged as
loan from REC. Funds are released to the concerned implementing
agency through REC in installments. REC also monitors the progress
of the projects. For projects approved under 11th plan, release of
fund is linked to achievement of certain time bound milestones.
Quality monitoring is also done by REC as per approved guidelines.

3. How a village is selected for electrification under RGGVY?
While preparing DPR of a district, the
concerned State Govt. Authority considers the list of
un-electrified villages to be electrified, list of partially
electrified villages and already electrified villages to be taken
up for intensive electrification.
4. My village is not electrified,whom should I approach for
electrification under RGGVY?
If your village is not electrified, you may
approach the concerned implementing agency (DISCOM, State
Electricity Board or Govt. Power Department as the case may be).
This may be noted that REC does not decide on the number of
villages to be covered under RGGVY in any district. It is the
responsibility of the concerned power utility to include all
un-electrified villages, proposed to be covered through grid
extension in the DPRs.
5. How do I know that my village is included in the RGGVY programme
or not?
List of villages covered under RGGVY
Programme is available in this web site under the icon "Villages
Covered (DPR)". It is arranged state-wise , district-wise and then
block-wise. However you can post a query giving village name with
village census code and corresponding block name and block census
code in the public forum to find out whether any particular village
is covered under RGGVY or not. You may also contact the concerned
implementing agency executing RGGVY projects in your district.
6. My village has been electrified but there is no electricity. Whom
should I approach?
The concerned state power utility (DISCOM,
State Electricity Board or Govt. Power Department as the case may
be) has to be approached as ensuring supply of power is its
responsibility. REC does not have any role to play in this regard.
7. My village has been electrified but there is very low voltage.
Whom should I approach?
The concerned state power utility (DISCOM,
State Electricity Board or Govt. Power Department as the case may
be) has to be approached for such operational problem.
8. The main village has been electrified but our habitation is left
out, when it will be electrified? whom should I approach?
Habitations with population below one hundred
are not included as per the approved RGGVY programme. It is
proposed to cover the left out habitations, if any, in the phase-II
of the programme. The commencement of phase-II is to be decided by
the Govt. of India.
9. When a village can be declared as electrified? What is the
definition of electrification?
New definition of village electrification
came into effect from the year 2004-05 As per the new definition, a
village would be declared as electrified, if : 1) Basic
infrastructure such as Distribution Transformer and Distribution
lines are provided in the inhabited locality as well as the Dalit
Basti hamlet where it exists. 2) Electricity is provided
to public places like Schools, Panchayat Office, Health Centers,
Dispensaries, Community Centers etc. 3) The number of
households electrified should be at least 10% of the total number
of households in the village.
10. The transformer in our village is out of order for last few
days. Our village was electrified under RGGVY programme. Whom should
I approach to arrange to replace/repair the same?
Once a village is electrified under RGGVY
programme, it is handed over to the concerned state power utility
of that area. Concerned state power utility is responsible for day
to day operation and maintenance of the electrical systems of any
village which has been completed under RGGVY programme and handed
over to them. It may be noted that under RGGVY programme assets are
created and handed over to the state. Hence you should approach the
concerned state power utility (DISCOM, State Electricity Board or
Govt. Power Department as the case may be) to do the needful.
11. Is electricity connection under RGGVY programme is free of cost?
Is supply electricity also free?
Under RGGVY programme, single point
electrical connection is provided free of cost to the BPL (Below
Poverty Line) households only. Under the scheme, extension of
electrical connection up to a BPL household is free of cost. Electricity
connection to APL (Above Poverty Line) consumers is not free of
cost. They will have to pay as per prevailing norms of the
concerned state power utility. Supply of electricity is
not free.
12. What about those villages which are remote and where it is
either not possible or not economical to extend the existing grid?
Such villages could be covered under DDG
(Decentralized Distributed Generation) component of RGGVY by
setting up small generation units based on local resources. Details
guidelines etc. regarding DDG can be accessed through the link

site (http://www.recindia.nic.in/ddg.html ) State power utilities
are formulating viable DDG projects within the guidelines and
sending them across to REC for approval.
13. Who can be a Franchisee?
A franchisee can be any Individual
Beneficiary, Group of Individuals, Self Help Group(SHG), NGO,
Cooperative, Panchayati Raj institution, as the case may be.
14. Whom to contact for becoming a Franchisee?
For becoming a Franchisee, the nodal officer
of the concerned Power Utility of the area (Distribution Company or
State Electricity Board or Government Power Department, as the case
may be) may be contacted. REC has no role to play in deploying
Franchisees.
